Regeneration of Kirkby multi-storey car park
PLB delivered the refurbishment of Kirkby Multi-Storey Car Park as Principal Contractor on a live town-centre site. Works included structural concrete repairs, waterproofing, cladding installation, M&E upgrades, EV charging points, drainage improvements, line marking, coatings, signage, and safety enhancements, all delivered safely with full traffic and pedestrian management and close stakeholder coordination.
The project presented multiple technical challenges, including limited space with no on-site storage, working at height across multiple storeys, asbestos and pigeon guano management, maintaining public access, and coordinating numerous specialist subcontractors. These were successfully resolved through detailed planning, specialist contractors, strict safety controls, just-in-time deliveries, and robust traffic, access, and quality management processes.
The project was delivered safely, on programme, and within budget, achieving a zero-defect handover. Knowsley Metropolitan Borough Council praised PLB for its clear communication, professional planning, robust safety controls, and ability to minimise disruption within a busy town centre environment while delivering a high-quality refurbishment.
